Toronto officially enters Stage 3 today including the safe restart of nearly all businesses and public spaces. Here are the re-opening rules affecting the tourism and hospitality sector:
- Restaurants and bars can offer indoor dining, provided that all patrons are seated when eating or drinking and that tables are separated by at least two metres or have physical barriers separating guests.
- Restaurants must collect contact information from at least one person from each party and keep it for 30 days.
- Tables are capped at no more than 10 (indoors and outdoors).
- Staff must be screened for COVID-19 symptoms at the start of every shift.
- Dancing is not allowed at restaurants or bars by patrons.
- Live shows, performing arts and movie theatres can re-open with a limit of no more than 50 people at an indoor venue and no more than 100 people at an outdoor venue.
- There is no attendance limit at drive-in movies.
- Tours and guide services are capped at 50 guests for indoor tours and 100 people for outdoor tours.

While Stage 3 means the safe re-opening of many businesses, some are still restricted including the following within our industry:
- Nightclubs, except when serving patrons food or beverages and carrying on business in the same manner as a restaurant or bar
- Amusement parks and water parks
- Buffet-style food services
- Private karaoke rooms, unless installed with a Plexiglas or other barrier
Under the City’s mask bylaw, all operators of indoor public spaces must post required bylaw signage and have a mandatory mask or face covering policy requiring customers and employees to wear a mask while indoors. The bylaw includes exemptions for those who cannot wear a mask for medical reasons, children under the age of two, and other accommodations. The bylaw also permits the temporary removal of a mask or face covering when receiving services or having a meal.
